That second detail is exactly what should be leading - 'Responsible for email marketing' is duty-listing and tells a reader nothing about impact.
I'd rewrite it as: 'Raised email open rates from 18% to 27% (a 50% relative increase) by redesigning subject-line strategy and optimizing send times.' I'd also make sure 'email marketing' and any named tools appear in the bullet text itself, since that's what an ATS keyword match is actually looking for.
