Bidding higher can mask a Quality Score problem short-term, but it's treating the symptom - Quality Score is a diagnostic signal, not itself an auction input, and it's telling you your ad relevance or landing page experience is weak.
I'd fix the underlying relevance mismatch first (ad copy vs.
keyword, landing page match) rather than just paying more to compete against a worse ad - that's a more expensive fix that has to be repeated every auction.
